Stormwater Asset Inventory and Condition Assessment | City of Henderson

Gradient is enhancing Henderson’s stormwater management capabilities through the development of a comprehensive asset inventory and condition assessment plan, which supports informed decision-making, prioritizes repairs, and optimizes long term infrastructure maintenance and resilience.

Overview

The City of Henderson was awarded the Stormwater Planning Grant, Asset Inventory and Condition Assessment (Project No. SRP-SW-ARP-0088) in December 2023 by the North Carolina Department of Environmental Quality (NCDEQ). Gradient was selected via the state engineering services procurement selection process as the consulting engineer for the project.

The City has mapped part of stormwater infrastructure assets within its Extra-Territorial Jurisdiction (ETJ) and the scope of this project is to supplement the existing inventory.

Gradient Solution

To date, work has involved developing a Stormwater Asset Inventory and Assessment (AIA) Plan, which provides guidance and procedures for data collection and condition assessment, collection of stormwater inventory data using Cartegraph (an asset management software) and condition assessment using a simplified NASSCO approach, QA/QC of collected data, and development of a condition rating system as well as a risk-based approach to asset management that can be used by the City to prioritize assets for repair.

Stormwater assets being evaluated include inlets, manholes, outlets, pipes, culverts, and channels.

Next steps include collection of data and associated condition assessment for assets within the City’s stormwater jurisdiction, developing an existing conditions H&H model for system evaluation using PCSWMM or ICM-Infoworks, conducting a risk and criticality assessment for assets, presentation of findings to City Council, and a final report to the City that summarizes findings of the project.
